Resumen:

Partiendo de la premisa de que, junto a salud y alimentación no hay centavo mejor invertido que en educación, el presente ensayo asume como un hecho consumado el fin del modelo de educación universitaria construido durante el período democrático venezolano (1958-1998), financiado fundamentalmente por la renta petrolera y, en menor medida, por la recaudación tributaria. Ante la carencia actual de recursos financieros de cualquier tipo, se plantea la conf i guración de una nueva Universidad para Venezuela, la cual requiere de profundos cambios no solamente en el modelo político y económico, sino en aspectos culturales más profundos que conlleven atesorar la educación y la necesidad de invertir en ella. 

El desmantelamiento y quiebra del Estado venezolano por parte del socialismo del siglo XXI, mediante una exacerbación del paternalismo estatal acompañado de corrupción galopante, puso fi n al fi nanciamiento público de las Universidades venezolanas, suprimiendo su autonomía. A la par, una errónea interpretación del principio de gratuidad de los estudios universitarios, establecidos con rango constitucional, suscitó a través de los años una narrativa falaz según la cual en el imaginario colectivo nacional la educación solo podía ser gratis, convirtiéndose en tabú la fi nanciación privada y social hacia las universidades públicas.

ABSTRACT

Starting from the premise that, along with health and food, there is no penny better invested than in education, the present essay assumes as a fait accompli the end of the university education model built during the Venezuelan democratic period (1958-1998), financed fundamentally by oil income and, to a lesser extent, by tax collection. Given the current lack of financial resources of any kind, the configuration of a new University for Venezuela is proposed, which requires profound changes not only in the political and economic model, but in deeper cultural aspects that lead to treasuring education and the need to invest in it. The dismantling and bankruptcy of the Venezuelan State by 21st century socialism, through an exacerbation of state paternalism accompanied by rampant corruption, put an end to public financing of Venezuelan universities, suppressing their autonomy. At the same time, an erroneous interpretation of the principle of free university studies, established with constitutional rank, has sparked over the years a fallacious narrative according to which in the national collective imagination education could only be free, becoming taboo private financing and social towards public universities.
